Andrew Boraine

Chief Executive Officer

Andrew Boraine is the CEO of the EDP. He has been involved in South Africa’s local government, urban and economic development and transition processes for the past 35 years, as activist, advisor, negotiator, government planner, city manager, chief executive, facilitator, communicator, writer and photographer.

Lorraine Adriaans

Office Assistant

Lorraine Adriaans is the EDP Office Assistant. Her position includes a number of office support roles, including cleaning and event support.

Outside of the EDP, Lorraine is actively involved in a broad range of community fundraising initiatives and community events.

Zaakirah Braaf

Programme Administrator

Zaakirah is the programme administrator for the EDP. In this vital role, she provides both technical and administrative support to the full EDP team, including handling the logistics and tools for the team’s workshops and other engagements.

Zaakirah also provides support to the communications function within the EDP, with a focus on social media and the EDP website.

Estelle Cloete

Strategy Executive

Estelle spent twenty years in the private sector, and has worked as an independent consultant and part-time academic.

Estelle is currently the Strategy Executive at the EDP. In this role she contributes to stakeholder relationships and the outward-facing activities of the organisation. Estelle also works directly on some of the EDP programmes, such as the Whole of Society Approach.

Gill Cullinan

Operations Executive

Gill Cullinan is a professional town and regional Planner with extensive experience working with local, regional and national government on issues of resilience and inclusivity in planning. Gill holds a Master’s degree in Town Planning from UCT, and has worked as a writer and editor for local and international magazines, as well as a planner for MCA Urban and Environmental Planners.

Gill is the Operations Executive at the EDP, where she manages the operational side of the organisation as well as the full suite of EDP programmes with the Programme Leads. Gill is also responsible for the overall knowledge generation and strategy portfolio of the organisation.

Rushka Ely

Programme Lead

Rushka is a Programme Lead at the EDP for a number of programmes, and is responsible for the overall portfolio of Local Government programmes and projects of the organisation.

Rushka has an Honours degree in development studies, and previously worked at the Western Cape Government, driving the green economy agenda for the province. She has extensive experience in working with local and regional governments, as well as the private sector and civil society, on a range of developmental challenges such as economic development, regional collaboration, housing, urban development and governance.

Natashia Emmett

Programme Co-ordinator

Natashia is the EDP Programmes Co-ordinator, focusing on support for the donor and funder reporting processes. She also provides technical and logistics support for the EDP Programme Lead, and ensures the smooth running of internal reporting and programme tracking.

Natashia has extensive experience in the NGO sector, having occupied various administrative and project co-ordination roles in this arena.

Libby Ferrandi

Project Manager

Libby is a Marketing and Law graduate. She has over twenty years’ experience in the private sector, with a significant amount of that time spent working in Europe, the USA, Asia and Australia, and in African countries outside of South Africa.

Libby’s focus within the EDP is on its marketing and communications. She also provides support in the design and delivery of EDP workshops and engagements, and helps deliver elements of the EDP’s knowledge generation programme.

Amanda Gcanga

Project Manager

Amanda is a project manager at EDP, with a masters degree in International Land and Water Management. She has worked in water governance related projects in the Netherlands, Spain, Malawi and South Africa, and is currently completing a PhD in water governance transitions at Stellenbosch University.

Within the EDP, Amanda focuses on water governance in the region and, in particular, with the City of Cape Town.

Amanda is a board member of the International Society of Industrial Ecology (Student Chapter) and an International WaTERS fellow.

Stacey Hendricks

Business Manager

Stacey joined the EDP team in December 2013, focusing on the core operations of the organisation.

While the largest portion of her work experience has been in the financial arena, she also brings an extensive knowledge of ICT operations to her role.

As the EDP Business Manager, Stacey runs the EDP environment, and holds overall responsibility for IT, finance and operations.

Paul Hoffman

Project Manager

Paul Hoffman has a Master’s degree in Marketing Management and almost 30 years of experience in a number of disciplines, including business and marketing strategies, export development, and enterprise development. He has worked across a broad range of sectors, managing his own business, and working in large corporations and as a lecturer.

Paul represents the EDP in the Southern Cape, helping to build a shared economic vision across a number of municipalities and with stakeholders in the private sector.

Andile Mxotwa

Programme Lead

Andile is a Programme Lead at the EDP, currently focused on growing township economies, specifically through economic development and growth for small businesses in the Mfuleni area. He also works directly with the Urban Management directorate of the City of Cape Town, exploring area-based economic development for the area east of the City.

Andile is a Political Studies and Social Anthropology graduate, with experience in the establishment and governance of non-profit organisations. While at the Centre for Conflict Resolution, he worked extensively on conflict intervention and peacebuilding support, in South Africa and the South Sudan.

Rhonda Snyders

Executive Assistant

Rhonda is the Executive Assistant to Andrew Boraine (CEO), Estelle Cloete (Strategy Executive) and Gill Cullinan (Operations Executive), and supports the executives and management team. She manages the EDP Board and Committee meetings.

Lodewyk van Heerden

Project Manager

Lodewyk is an MBA graduate with extensive management experience in the private sector, locally and internationally, predominantly in the FMCG, manufacturing and retail industries. His focus has been on capturing the value existing between the silos of organisation.

Within the EDP, Lodewyk focuses on the Saldanha Bay area, and specifically on the revitalisation of the West Coast Business Development Centre (WCBDC), and on capacity building with the Saldanha Bay Municipality (SBM).

Selwyn Willoughby

Programme Lead

Selwyn is a Programme Lead at the EDP, where his key role is to design and implement projects and initiatives, with a specific focus on supporting the City of Cape Town.

He has extensive executive management and leadership experience, having focused on developing strategies with their end users in mind, and on leading numerous teams of senior experts in a variety of fields. He has worked with national governments, international agencies and private enterprise in East and Southern Africa, the West Indian Ocean States, the Middle East, the Philippines, India and many other countries, as well as a broad range of international agencies.

Selwyn graduated with a Master’s degree in Geography and Environmental Science and has worked in the biodiversity conservation sector for many years.

Pearl Yekela

Office Administrator

Nontyatyambo Pearl Yekela joined the EDP on September 2017 as office administrator. She hold a Bachelor’s degree in Biological Sciences and has more than 4 years’ experience volunteering in the non-profit sector.
